Lodging and tracking applications

The City's online lodgement service allows customers to easily lodge a building permit or development application online in a few simple steps.

The online services platform enables the lodgement of applications without prior registration for new customers, with existing customers able to lodge applications via their existing login details.

Please note the City can only accept certain applications offline (via the front counter at our Administration Centre) or via email.

Christmas and New Year closure 2024/2025

Please note the City will not be accepting in-person or online lodgement of building or planning applications between 12.00pm Tuesday 24 December 2024 and 8.59am Thursday 2 January 2025. Applications can be lodged as normal from 9.00am on Tuesday 2 January 2025.

BA7 Notice of Completion - automated email

Some customers may have received an automated email from the City on 6 November 2024 requesting builders to submit a BA7 Notice of Completion form.

If you have already submitted this form, please disregard the automated email. If you haven’t submitted a BA7 Notice of Completion, please do so at your earliest convenience.

Alternatively, you may apply for a BA22 Extension of Time request if the related building works are not finished.

The City apologises for any confusion this may have caused.

Copy of plans delays

Please note that due to a high volume of all statutory applications during the seasonal peak period, the Building Team are working diligently processing ‘Copy of Plans’ applications. The current delay is 20 days. We apologise for any inconvenience this may cause. 

We appreciate your understanding and patience during this period.

Once the City receives your application, officers will check your submission to confirm it is complete and ready for assessment. If further information is required, the City will contact you to request this information.

The application will not be lodged until all required information including payment has been submitted and the application is capable of assessment by the City.

Once lodged, the City will endeavour to assess and determine your application in a timely and efficient manner.

A permit may be issued to an organisation on the provision that the purpose of raising funds is not for private gain or commercial undertaking.

Development applications

  • Administration processing The City’s Planning Admin Team is currently reviewing the application
  • Further information requested - admin The City’s Planning Admin Team has requested additional information from the applicant to allow the application to be lodged
  • Administration check completed The City’s Planning Admin Team has finished reviewing the application and no further information is required, however there may be an outstanding fee to be paid. An invoice would have been sent to the nominated email address
  • Application allocated to a planning officer The application has been allocated to a Planning Officer and is pending for the assessment to commence
  • Assessment in progress The City is currently in the process of undertaking a full assessment of the application
  • Consultation in progress The City is undertaking public consolation of the application in accordance with the relevant planning legislation. This process generally takes between 14 and 28 days depending on the complexity of the application
  • Further information requested - planning The City’s Planning Officer has requested additional information from the applicant to allow the application to proceed. Once the applicant agrees to provide the information, this will effectively ‘stop-the-clock’ until all the necessary information has been provided to the City, then the clock will resume.
  • Under assessment The application is in the final stages of assessment and in the progress of being finalised.

Building permits

  • Assessment in progress The application is currently under assessment by one of the City’s Building Surveyors
  • Request for payment emailed An email with an invoice for the application fees has been sent to the applicant
  • Waiting for information The City’s Building Team has issued a request for further information to the applicant. The clock has been paused and will remain paused until all the necessary information has been provided.
