The City has drafted a set of venue noise approval conditions for the Scarborough Entertainment Precinct and is seeking your advice to inform the final approval.

What does Scarborough feel like for you?

For generations, Western Australians have been drawn to Scarborough and its beach life. From family outings to the seaside and picnics in the park, through to the notorious Snake Pit, Scarborough has been a favourite destination on Perth’s coastline. 

Scarborough is a hub of activity, with restaurants, cafés, shops, markets, entertainment and a range of events and activities on offer, for people of all ages at all times of the day and night. 

To better understand what locals view as the unique nature of Scarborough, the City of Stirling undertook local engagement, asking locals, “What Scarborough feels like to you, and how you would like it to feel in the future?” 

The Feels Like Scarborough engagement outcomes will be discussed at the Community and Resources Committee meeting to be held this Tuesday evening, 3 September 2024.

Scarborough Entertainment Precinct Reg 19 Noise Approvals

Based on the insights from Feels Like Scarborough, the City has identified that the community would like to see more events in the Scarborough Entertainment Precinct.

The City has drafted a set of venue noise approval conditions for the Scarborough Entertainment Precinct and is seeking your advice to inform the final approval. This includes the different event categories and what you consider reasonable in relation to noise frequency, duration, and intensity for future events across the precinct.

This will allow for the continuation of current events while balancing the impact on surrounding residents. The approval will include provisions for how residents are notified about events that may impact them, and how the community can provide feedback about events.

The following event categories have been identified as potentially impacting residents:

Event typeExample events
Concert Events are events with up to 10 hours of moderate to loud music, such as a music festival or concert which can clearly be heard from surrounding properties
  • Sets on the Beach
  • Brazilian Beach Carnival.
General Events are events with up to 6 hours of moderate to loud music, with a mix of DJ and live music which can clearly be heard from surrounding properties
  • Carols by Candlelight
  • Surf lifesaving championships
  • Beach volleyball.
Community Events are events with up to 5 hours of moderate music, which include 1 - 3 locations within the Scarborough precinct with DJs or small acoustic bands providing background music in support to community markets
  • Scarborough Sunset Markets
  • Winter Markets.
Laneway Events are events which are hosted in the laneway between Luna Shopping Centre and Sandbar apartments. These events last for 4 hours or more, with moderate to loud music from a festival or concert which can clearly be heard from surrounding properties.Includes events hosted by private organisers such as Livid Skate and Buteko Brazilian Restaurant.
