The project was initiated by the Department of Communities and is described as a plan to revitalise the site with a mix of social, affordable and private housing.

On 30 July 2024, Council considered a planning scheme amendment to rezone the two-hectare State Government owned site bound by Sedgeford Road, Cromer Way, Mundford Street and Ellingham Street North Beach, from R30 to R60 as part of the North Beach Redevelopment project. This would allow the area to be redeveloped with a greater number of houses and a maximum building height of three storeys. 

Council listened and heard the community’s concerns about housing density and traffic increases and felt the proposal was not suitable for the area, instead they supported the site to be rezoned to a lower density of R40 instead of R60.   

Council's decision to support a R40 zoning aims to balance the need for increased housing supply and diversity with community concerns, whilst maintaining a maximum height of two storeys across the site.

Where to from here

The proposal has been referred to the Department of Planning, Lands and Heritage (DPLH) before being considered by the Western Australian Planning Commission. The final decision will be made by Hon John Carey MLA, Minster for Planning; Lands; Housing and Homelessness.

To write to the Department of Planning, Lands and Heritage to support Council’s recommendation to rezone the site to R40, please make a submission to the DPLH.

Background

The North Beach Redevelopment project, initiated by the Department of Communities, is described as a plan to revitalise the site with a mix of social, affordable and private housing, noting the Department has not specified to the City the amount of social housing units that would be built as a result of the rezoning.

Although not considered as part of the zoning change, the Department has indicated its intent for two storeys around the perimeter and three storeys in the centre of the site, with four storeys suggested in the north-western corner. These suggested heights will be controlled through a Local Development Plan which would be subject to another application process that would involve further community consultation.
