The Scheme Amendment proposes changing the density coding of the properties bound by Sedgeford Road, Cromer Way, Mundford Street and Ellingham Street from ‘Residential R30’ to ‘Residential R60’.
Additionally, the Scheme Amendment proposes a need for a Local Development Plan (LDP) to be prepared that would address issues such as building setbacks, building heights and retention of existing trees on site.
Community engagement was undertaken in 2018 and 2019 to develop a vision for the redevelopment of the land, this also informed the preparation of the LDP.
With the exception of two privately owned lots, the land is owned by the Department of Communities, who intend to redevelop the land.
Should the Scheme Amendment be approved, the intention is for a diverse range of housing comprising of a mix of social, affordable and market housing in the subject area. It is proposed that a number of significant trees that have been retained will be incorporated in the future development of the site. At it’s meeting on 30 July 2024, Council considered the Scheme Amendment, the submissions made by the community and additional information Councillors asked for resulting from queries raised at the meeting of Council on the 11 July 2024.
At the 30 July 2024 meeting, Council resolved to support the Scheme Amendment, in a modified form, with an R40 density. If approved by the Minister for Planning, this will reduce the number of houses that can be built on the site.

When Council considers the comments received, it must only consider the planning merits of the comments made. The City asks that comments be limited to planning matters or impacts of the proposal.

Now that Council has made a decision on the proposal, the next step is to forward the Scheme Amendment the Council supported to the State Government for assessment.
The Department of Planning, Lands and Heritage will assess the proposal before the Western Australian Planning Commission recommends to the Minister for Planning what should happen with the Scheme Amendment.
The Minister for Planning is the decision maker for the Scheme Amendment. This part of the process can take several months.
